Why would this be a surprise? This is after all what all regulation is about. Every man looking about for rules or loopholes to maximize his or her personal gain. The reason we have wealthy lawyers is because they find loopholes where none exist and cover their tracks. But it is after all human nature, man is a lazy creature looking for the easy way. I prefer to think of this as efficiency.
